European standards for fiberglass ladders used for live work
EUROPEAN STANDARD EN131:
The dielectric test for ladders to EN131 standards is normally performed on insulated ladders (wood or fiberglass) with a low voltage:
1000 V alternating current (test of 1000 V for one minute)
1500 V direct current (test of 1500 V for one minute)
1500 V direct current (test of 1500 V for one minute)
Fiberglass ladders certified with the dielectric test of European standards EN131 cannot be used for work on low voltage active parts.

The EN 61478 Standard concerns ladders used for live work.
This Standard applies to fully insulating ladders with plug-in elements, or to ladders with hooks and with extension, or to ladders made of a combination of insulating and conductive elements to be used in live work of 1000V and above in a.c. and 1500V and above in d.c.
This Standard only deals with ladders made of synthetic material generally used for climbing overhead lines and for both remote and live work.
This Standard applies to fully insulating ladders with plug-in elements, or to ladders with hooks and with extension, or to ladders made of a combination of insulating and conductive elements to be used in live work of 1000V and above in a.c. and 1500V and above in d.c.

Category 1
Category 1 ladders are designed to be fixed to overhead line supports, to allow climbing them.
Such ladders are placed vertically on the supports, with special spacers, fixed by means of systems that prevent the ladder from moving on the supports.
The ladder may rest either on the ground or on a special platform fixed to the structure.
Such ladders must include at least one insulating section. They may be extended using additional, insulating or conductive elements, suitably inserted.
Category 1 ladders are limited to voltages up to and including 36 kV.

Category 2 ladders are designed for live, remote or potential work, to access live parts in a horizontal, vertical or inclined position.
The ladders are positioned on the structure by means of two hooks, or by means of a special swivel saddle.
